Spawns non-player-controlled (NPC) GameObjects off the playable map which will search out derelict (or engineless) units. If the GameObject is given the capability it will tow these derelict units off the map. The AI process is called "SalvageProcess". These vessels cannot be captured or controlled and any transporting action will add to the vessel's crew. Only one NPC Scavenger type may be specified (by zferscav.odf), as the name referencing is hardcoded.
