Increases the owner GameObject's impulse speed and drains specialEnergyCost per second. Does not use shotDelay command.
Note currently when used as an extraWeapon, the effect of the speed boost will not wear off unless toggled off.

Float, Default: 1.0
Modifies the impulseSpeed of the owner's physics configuration file by this fraction (1.0 = no change, 2.0 = double ).
Note that since combatSpeed is unaffected, for the duration that the owner Craft is in combat, speedModifier is not used.
