GameObjects hit by the Ordnance have their Special Energy replenished. Note that the ordnance will not affect GameObjects which are defined by the same ODF as the owner of the weapon which fired the ordnance: for instance, if a particular fed_intrepid fires a BorgEnergyEmitter directly, it will be unable to replenish the energy of itself and other fed_intrepid GameObjects.
Does not use the shotGeometry or sprite ODF command.
Special energy is only replenished on allied vessels. If fired at an enemy vessel, this ordnance has no effect.
SpecialValue determines how much Special Energy is replenished. A negative values remove energy, even below zero.
