GameObjects hit by the Ordnance have their shield subsystem disabled, but shield hitpoints remain present for the duration of the effect. Shield hitpoints will not obey the Craft's shieldRate / healthRate while the subsystem is disabled.

SpecialValue determines how long the effect lasts in seconds.

Note that the Weapon (if special = 1) that fires this Ordnance must have needTarget = 1, otherwise Armada will crash when the AI / Special Weapons Autonomy uses the weapon.
